U10 - need for consistent speeds and rope lengths across Europe

As a father of 4 U10 skiers, I would like to ask that a consistent directive applies across Europe and Africa with regards to rope lengths and boat speeds for the U10 skiers. There seems to be indecision with regards to what the top speed should be. The children are currently skiing in tournaments and the judges are unclear how to handle this matter. As someone who has watched closely U10 skiers, allowing these children to ski above 49 km is dangerous, and will turn them off from the sport sooner or later. The governing body needs to make a determination as soon as possible. We do not need to reinvent the wheel in this matter as we can review what the US has been doing for many years now.

At the last TC meeting in Bratislava, we have discuss this specific items. We are going to send our proposal to the Federation, for their opinion.
This is our proposal
shortening speed for Under-10: 49Kph
shortening speed for Under-12: 52Kph

Thank you for your response. I agree with the proposal. Here some questions:
1. Are you sending it to all the individual Federations for their review or the World Federation?
2. In the US they allow the U10 to ski with either 23m or 18m. If they do not reach 49km, then their score counts as 23m even if they are skiing at 18m. Is this how you are thinking of doing it?
3. What is the timeline for implementing this?
4. Will the U10 and U12 become official categories?
5. Is there a chance to incorporate these categories in this year's U17 E&A Tournament?

Please also consider jump speeds for U10 and U12.

Just took this from the minutes of the TC meeting

Competitions setup for the lower starting speeds:
Slalom shortening speed for the categories U10, U12 were discussed. Starting speeds in slalom and jump in a
different regions and different federations were compared. The following speeds were set for E&A Region from this year:
Category: Slalom shortening speed - max ramp high - max jumpspeed
Under 10: 49 kph - 1,35 m - 42 Kph
Under 12: 52 kph - 1,50 m - 45 Kph
for the Under-10 and for the Under-12 same for boys and girls
No minimum speed in jump in the categories U10 and U12.
