At the last TC meeting in Bratislava, we have discuss this specific items. We are going to send our proposal to the Federation, for their opinion.
This is our proposal
shortening speed for Under-10: 49Kph
shortening speed for Under-12: 52Kph

Dear Eric, I don't know where you take those rules interpretation, but I believe the rule is really clear, the only way to be entered to a Title event is trought the Federation.
